The March 2013 issue of the Journal of Energy Policy, publishes a peer-reviewed article on how NY state can go 100% Renewable Energy by 2030. The lead author is Stanford environmental engineering professor, Mark Z Jacobson. Two other authors are Cornell professors, a 4th is professor at UC Davis. our 10-point plan to avert our climate threat by 2020, is still live, going to
President Obama as a petition, on lowering our carbon emissions. He made clear in his recent inaugural address, that he embraces climate change as a high priority. Let's all get involved in the conversation. Our plan will help do just that.

AND a THIRD PETITION, to bring attention to TWO EXPERTS on lowering our global atmospheric level of 393 parts per million, to 350 ppm, to stabilize our planet, to avert climate chaos. President Obama needs to know about, and support these two experts, with federal funding. This is different than lowering emissions. It is removing the carbon that is ALREADY in the atmosphere. We need to do both.

PRESENTING…
a 10 point plan to remedy our climate threat, addresses the Dec 2012 AP poll, that determined 80% of Americans consider climate change a serious problem. Those signing the petition for this plan, demand that real action be mobilized, so that by 2020 we have a real clean energy-based economy, representing the 80% of Americans, described above.
We demand the following from Congress and President Obama, as legislation or Executive Orders. We recognize previous US presidents have taken similar actions on similar threats to our security and well-being, as well as on moral grounds. We believe our climate threat requires the same.
ONE – Give Secretary of State John Kerry a high-priority assignment, of negotiating with Australia, Canada, China and India, on lowering global carbon emissions immediately, and set up a Sustainability Task Force at the White House, as recently advocated, by the director of Earth Institute at Columbia University, Steve Cohen.

A new bipartisan effort just surfaced on support for climate initiatives as a national security issue, signed by 38 cabinet leaders from Nixon to Bush 2, and former members of Congress- See http://www.psaonline.org/article.php?id=976 . Another international movement is now surfacing on going 100% Renewable.

TWO – Immediately demand that Congress create a bill to build a briskly-rising tax on carbon pullution as part of comprehensive tax reform. Taxing pollution instead of raising taxes on work and other productive activity, can drive clean energy and efficiency while making our economy strong. (update: this has been introduced by Senators Sanders and Boxer, S332).
Demand a bill that cuts subsidies to Fossil Fuel and Agriculture, including pesticides and GMO-based food.
(update: Senator Sanders has introduced a Subsidy cut to Fossil Fuel, S329).
Demand that a Toxic Substance Control Act be passed.
Demand a bill that introduces a new national waste policy.
THREE – Immediately launch the federal PowerSaver loan, or expand a current federal loan, to accelerate affordable retrofits for efficient and clean energy usage on all US building stock, in particular American homes, by 2020. Immediately offer federal support for similar work in the commercial building stock sector, being done by Ed Mazria and his team at Architecture2030, Sante Fe, NM. See www.Architecture2030.org .
FOUR – Demand legislation for healthier food and farming practices, allowing 30% more carbon absorption in the soil, with no-till/organic farming, to become standard farming practice by 2020, based on research at the Land Institute, Salina KS, the Leopold Institute, in Ames IA, and the Rodale Institute, in Kutztown PA. SIX - Immediately ramp up the electric grid and molten salt thermal solar storage, and similar storage for water and wind-based energy, to expedite mainstreaming of solar, water and wind power. Allocate funding for advancing the work of Dr Klaus Lackner of Columbia U. on carbon sequestration into serpentine rock, advancing his synthetic tree research.
Pursue practical applications of his work, to sequester carbon out of the atmosphere, in order to meet the 2020 deadline of bringing carbon atmospheric levels to 350 parts per million.
Pursue reseach on clean energy fueled hydrogen. See www.SmellingLand.org - a nautical term, explained by hydrogen advocate Dr David Scott, on his website. new research reveals how to go 100% renewable by 2030, in a March 2013 publication of Energy Policy Journal, with lead author Professor Jacobson of Stanford, who presented some of his plan in a TED talk in 2010.
SEVEN – Immediately phase out all Extreme Energy practices, due to the abundance of solar, water and wind energy availability: deep water oil drilling, hydrofracking, mountaintop coal drilling, and tar sands oil, as increased alternative energy allows.
Do the same for risk-prone nuclear power plants, finishing the phaseouts no later than 2020.
EIGHT – Challenge all US cities and towns, their faith and school communities, to go 80% carbon-free by 2020, with dual plumbing, promoting more efficient water use, encouraging 100% participation of all residents, working first with the US Mayors Conference. Advocate for residents to relocate to sounder locations after natural disasters, involving flooding and hurricanes. Encourage smaller families, based on stabilizing the world population at 8 BL, as advocated by agrarian economist, Lester Brown. See www.EarthPolicy.org .
NINE – Immediately convene all US tribal leaders, to develop national partnerships on projects such as the Tahoe Rim Trail at Lake Tahoe, where the Washoe Tribe and Fish and Game, use Native American practices on forest management. Build other similar partnerships, including water conservation. Include the Bioneers Indigenous Wisdom Forum, Sante Fe NM, and the new Hiawatha Institute at Syracuse University, Syracuse NY in this partnership project. TEN – Demand from Congress and 38 states, an amendment to the US Constitution, acknowledging the rights of nature, including all living forms, requiring the need to stabilize planet Earth at 350 parts per million of atmospheric carbon, as agreed upon by 97% of world climate scientists in 2009. To ensure a livable planet, this goal needs to be reached by 2020, maintaining it or lowering it after 2020. and...Fossil Fuel Divestment is now going on, on over 300 US campuses, to turn campus investment portfolios green, thanks to 350.org's DoTheMath tour last Nov/Dec 2012. This is being encouraged in cities, towns and faith communities, as well.
We recommend tracking what climate strategist Bill McKibben is doing and joining this growing effort! Bill is a Middlebury College scholar-in-resident, prolific author on the climate threat, and founder of 350.org. With his boardmember and fellow climate strategist, Naomi Klein, Canadian journalist and author of the book, Shock Doctrine, they have both initiated their Fossil Fuel Divestment plan, designed and formatted after the most effective strategy plan, that dismantled Apartheid in South Africa.
